US CBP Final Rule on Advance Electronic Transmission of Manifests

The US Customs and Border Protection (CBP) published the Final Rule on Advance Electronic Transmission of Passenger and Crew Member Manifests for Commercial Aircraft and Vessels (AQQ) in the second half of 2007.

AAPA member airlines felt that the APIS Quick Query (AQQ) interactive mode, among the three options proposed for air carriers to transmit manifest data for aircraft departing from or en route to the US, would be most suitable.

However, AAPA members expressed concern over the implementation deadline of 19 February 2008.  Based on a poll conducted by AAPA among its member airlines, an implementation timeframe of between 2Q2008 to 1Q2009 would be more realistic and feasible for airlines.
